Project Summary

Our client is a leading global risk intelligence and security consultancy, providing businesses and organizations with actionable insights to navigate complex threats. They needed a detailed analysis of Timor-Leste’s shifting political and economic landscape. They also wanted to understand demographic trends, education and employment challenges, as well as the sustainability of the country’s reliance on oil and gas revenues.


In 3 weeks, we conducted 18 in-depth interviews with political and business leaders, civil society figures and key stakeholders to map power dynamics, regional security concerns and economic vulnerabilities. We adopted the Delphi Panel approach to ensure well-rounded insights by leveraging expert knowledge in a structured, iterative way. Using a structured research model and targeted key informant list, we ensured insights were gathered from influential figures across politics, civil society, and the private sector.


Our final report provided a clear and actionable overview of Timor-Leste’s political and economic future. We highlighted:

  • Emerging risks and key opportunities in the country’s governance and economy

  • Influential figures and power shifts across politics, business and civil society

  • Economic trends and diversification prospects beyond oil and gas


The insights were delivered in an interactive dashboard with qualitative data visualization tools, helping the client track sentiment trends, dominant narratives and strategic opportunities for engagement.
